We are transforming Talent Management at OHSU. We are adding positions to the team and redesigning how we recruit talent to the organization.
The Manager of Talent Acquisition Operations & Recruitment Marketing oversees the day-to-day operations of the Talent Acquisition function, including leading staffing and recruitment efforts for classified and unclassified positions within assigned portfolios, collaborating with HR colleagues and internal and external customers. The Manager and their team are responsible for the research, development, coordination, implementation and the monitoring of outreach, sourcing, marketing, and employment brand initiatives, projects, policies, systems, processes and procedures that result in OHSU hiring diverse, well-qualified talent. Additionally, the Manager is responsible for the research, recommendation and implementation of activities related to contingent staffing, recruitment marketing support resources, posting and filling of positions, and management of vendors that support the function.
Develops and executes innovative strategies to attract diverse talent.
Drives full cycle staffing strategies across the organization, ensuring talent acquisition coverage across the organization.
Provides day-to-day operational leadership to team.
Deploys resources across the team based on surges and wanes.
Manages vendor relationships and ensures cost efficient recruitment marketing contracts across the University.
Monitors market trends and advises Talent Acquisition strategy based upon relevant data.
Develops and leads implementation of marketing and sourcing strategies specifically aimed at engaging candidates from historically underrepresented communities.
Under the director of Talent Management Director, manages any allocated/budgeted recruitment marketing resources.
Advises on candidate engagement and experience for hard-to-fill roles.
Oversees the managed service provider program that supplies temporary staffing across the University, ensuring service is provided as contracted and performance levels are meeting organizations needs. Serve as subject matter expert on contract terms, manage quality of service, evaluate/analyze reporting, address service delivery issues.
Manages programs to help drive sourcing efforts, ie. Employee Referral Bonus Program.
Provides guidance on recruitment incentives offered assuring alignment with equity practices, organizational policies and practices, applicable laws.
Consults with hiring managers to address complex recruitment challenges, identifying solutions through coaching and collaboration.
Utilizing benchmark and organization specific data, researches and recommends sourcing, recruitment, and selection best practices to ensure timely and quality hires into the OHSU workforce.
Participates in all phases of the recruitment process for key high profile or executive-level recruitments as needed;develops recruitment plans, sources applicants, directs marketing efforts, screens and interviews applicants, oversees reference checking, responds to applicant queries, and may prepare offer letters.
Develops and coordinates the implementation of policies, processes, systems, procedures, practices and tools to ensure efficiency in recruitment planning, sourcing, and hiring processes.
Identifies and leads the talent acquisition team to remove barriers in the hiring process that unintentionally impact candidate pools from historically underrepresented groups.
Assists in the development of, and maintains proficiency in, recruitment and selection best practices and technology solutions.
Provides leadership, coaching, training and development to direct reports. Provides counseling and guidance to employees regarding performance, identifies opportunities for employee development, and provides support in pursuit of those objectives. Completes GROW conversations.
Monitors and manages to key performance indicators of the Talent Acquisition function against industry benchmarks.
Provide guidance on policies, procedures and practices. Communicate strategic goals, set goals, and create accountability to lead the team to successfully complete projects and initiatives that support organizational goals.
Serves as relationship manager for vendors associated with recruitment, periodically reviewing data to ensure programs are cost-effective. Serves as subject matter expert on contract terms, manages quality of service, evaluates/analyzes reporting, addresses service delivery issues, and under direction of the Talent Management Director renegotiates terms of agreement to ensure best value for OHSU.
Bachelors degree in Human Resources Management, Business Administration, or related field, 5-7 years of progressively responsible Human Resources experience with demonstrated experience driving recruitment, selection, and employment related activities, or an equivalent combination of education, training and experience. 2 years supervisory experience.
Demonstrated experience ensuring the talent acquisition function follows federal, state, and local employment laws as well as organizational policies, industry-specific regulatory policies and requirements, collective bargaining agreements, and values.
People management skills, including the ability to foster collaboration and inclusion, provide individualized support to employees, build trust and relationships with team members, and foster a team culture of engagement and accountability.
